Method. Outlays are cash actually spent in the fiscal year (FY2025 ran October 1, 2024, to September 30, 2025), as recorded in the Office of Management and Budget's Public Budget Database, released with the President's FY2027 Budget (April 2026), summed by budget function (category), subfunction (subcategory), and account (program). Every subcategory on this site reconciles to the dollar with OMB Historical Table 3.2, and the 2025 total matches Table 1.1 and Treasury's final Monthly Treasury Statement. Payments between government accounts (such as general-fund transfers into trust funds, and the matching receipts) are netted inside each subcategory so no program is counted twice. Premiums, fees, and other collections that agencies subtract from their spending are shown as offsets. Inflation-adjusted figures use OMB's GDP (chained) price index (Table 10.1). Mandatory and discretionary labels are OMB's budget-enforcement (BEA) categories.
